[2026/03/27] 2026MIECF Green Forum Sessions Zero in on Reshaping Solid Waste Management Systems

In line with the theme “Low-carbon, Zero Waste Cities: Embarking on a Global Collaboration”, the Green Forum at the 2026 Macao International Environmental Co-operation Forum & Exhibition (hereinafter referred to as the “2026MIECF”) continued to spotlight trending international environmental issues to utilise its role as a green platform. The “Green Forum Session 4: Building Zero Waste Cities Through Innovative Thinking” was held this afternoon (27 March), bringing together experts and scholars from various fields to explore how reshaping solid waste management systems can facilitate the transition from end-of-pipe treatment to comprehensive, whole-life-cycle approaches, thereby promoting the development of zero-waste cities.


Cities around the world generate enormous amounts of waste each year. Without effective management and recycling, this will put immense strain on urban environments and solid waste disposal systems. Speakers at the Green Forum Session 4 included José Carlos Pimenta Machado, President of the Management Board, Portuguese Environment Agency; Zhou Yuansong, Deputy Director of the Solid Waste and Chemicals Division, Beijing Municipal Ecology and Environment Bureau; Kwan Yau Kit, Senior Environmental Protection Officer (Waste Reduction and Community Recycling) of the Hong Kong Environmental Protection Department; Tan Xiao, Associate Director of the South China Environmental Forensic Center, South China Institute of Environmental Sciences, Ministry of Ecology and Environment, People’s Republic of China; Zhang Mingyang, Director of the Solid Waste Pollution Prevention and Control Technologies Laboratory, South China Institute of Environmental Sciences, Ministry of Ecology and Environment, People’s Republic of China; and Ernest Christian Layman, Co-Founder and Chief Executive Officer of Rekosistem. The session was moderated by Wong Seng Fat, Interim Master of the Cheng Yu Tung College, University of Macau.


José Carlos Pimenta Machado delivered a keynote speech titled “Portugal’s Path to Low-carbon, Zero Waste Cities: Innovation, Policy, and Replicable Municipal Solutions”, where he outlined a series of solutions that Portugal has implemented to drive green urban transformation. He also shared successful cases on digital management platforms and waste separation at source. In his speech, “Innovative Practices that are Transforming Beijing into a Zero Waste City”, Zhou Yuansong shared Beijing’s experience and achievements in solid waste prevention and control, offering practical references for urban environmental governance worldwide.


Other speakers gave keynote speeches on topics including “Food Waste and GREEN@COMMUNITY: Driving Growth in Hong Kong’s Recycling Through a Smart Recycling Network”, “Exploring Pathways for the Resource Utilisation of Municipal Solid Waste Incineration Fly Ash in Macao and Vision for Building a ‘Zero Waste Bay Area’”, “Path and Prospects for the Construction of a High-quality Zero Waste City in the Guangdong-Hong Kong-Macao Greater Bay Area”, and “Rethinking Waste. Recovering Resources: Enabling Sustainable Cities Through an Integrated Circular Supply Chain”.


This year’s MIECF continues to seek professional accreditation for designated forums and to issue certificates of attendance to participants in designated sessions, giving full play to its role as a professional knowledge-sharing platform.
